5. 6. reason the Committee found in favour of combining the two services into one national service for the whole country under central control. In our view the arguments in favour of this step are overwhelming, especially in view of the specific responsibility devolving on the Minister of Agriculture for securing the efficiency of agriculture in return for any system of assistance which may be accorded to the industry by Parliament and of the need, if this object is to be attained, of the existence of an advisory service which can ensure to use the language of the Report that every farmer, whether he carries on his business on a large or small scale, shall have easy access to the best and most up to date practical and scientific advice available.
