The Committee had before them:- (i) a memorandum by the Minister of Labour and National Service, the Secretary of State for Scotland and the Minister of Education (L.P.(44) 179) covering a summary of the main features of the report of an inter-departmental committee of officials which had considered the hours of employment of young persons and certain cognate subjects (Annex 'A'), and a draft of a paper for circulation to the Joint Consultative Committee as a basis for discussion, to which was appended a draft standard code for the statutory regulation of working hours of young persons above compulsory school age and under eighteen, and proposals relating to their health and welfare in employment (Annex 'B'); (ii) a memorandum by the Home Secretary (L.
