1. The Committee had before them a Memorandum by the Minister of Production (L.P.(44) 121) dealing with the effect of flying bomb attacks on production. THE MINISTER OF PRODUCTION explained that the memorandum had been prepared at the suggestion of the Civil Defence Committee. Losses in production arose from four main causes, viz. time spent in shelters, increased absenteeism, lowered efficiency of the workers on the factory floor and direct damage to factories. There were great differences in time spent in shelters between factories in the same district.
