THE PARLIAMENTARY SECRETARY TO THE BOARD OF EDUCATION explained that, under the Physical Training and Recreation Act, 1937, the Board of Education were empowered, by Section 3, to give grants to voluntary organisations and local authorities towards the provision and equipment of gymnasia, playing fields, swimming baths and other facilities for promoting physical training and recreation.
