(44) 66) covering a proposed new Defence Regulation 1AA and proposed amendments of Defence Regulation 1A and 58A. (ii) A Memorandum by the Home Secretary (L.P. (44) 67) on the use of Defence Regulation 18B against fomenters of strikes. (iii) A Memorandum by the Minister of Fuel and Power (L.P. (44) 68) covering a letter addressed by him to the Home Secretary on the distribution of subversive propaganda during unofficial strikes in the coalfields, THE MINISTER OF LABOUR AND NATIONAL SERVICE recalled that, at the meeting of the Committee on 5th April, it had been agreed that he should arrange for the preparation of a new Defence Regulation to enable persons who declare, instigate or incite others to take part in, strikes or lock-outs calculated or likely to impede the war effort to be prosecuted.
