as INDUSTRIAL UNREST 1. The Committee had before them a Memorandum by the Minister of Labour and National Service (L.P.(44) 64) dealing with powers of prosecution in the case of unofficial strikes. The memorandum explained that existing powers were not adequate to deal with the members of certain militant organisations who were at present engaged in fomenting industrial unrest. The powers conferred by Defence Regulation 55AA and the Conditions of Employment and National Arbitration Order covered only persons who themselves took part in illegal strikes connected with trade disputes; the proviso to Defence Regulation 1A made it impossible to use that Regulation against persons who were peacefully persuading any other persons to take part in strikes, and it was doubtful whether action could be taken under Defence Regulation 18B.
