-2- however, if all these new joint relationships will be strong enough to meet the pressure of post-war conditions or if the organised sections of certain industri### will be able, under a system which is entirely voluntary, to ensure that agreed standards are generally observed. Many employers have joined organisations for the first time during the war and have thereby become parties to agreements. After the war many individual employers may leave their organisations. In some cases the organisations may become so weak as to cease to have sufficient standi### or authority to claim to represent the trade as a whole for the purpose of negotiating wages agreements.
