4. It was fundamental to the scheme of releases that, if the undertakings given by the Post Office were carried out, the process could not be repeated, and in a report* to the Lord President's Committee dated 21st May, 1943 the Chancellor of the Exchequer said in reference to the Post Office arrangements for release of staff:- "These measures have the full approval of the Committee on Reduction of National Government Staffs ..... When fully implemented it will not be reasonable to look for similar sacrifice again on their part".
