It is essential for the scheme to come into operation at the earliest possible date, and I suggest that, if approval is given in principle, it should be referred at once to the Inter- Departmental Committee for Women, with instructions to consider urgently any minor adjustments in the list which may be necessary. Subject to what follows I propose that the principles of the scheme should be applied to women in the Government Service.
