4. 5. -2- Lest it be necessary to exceed this programme in any area, due ### abnormally cold weather or any other cause, I have given instruc### that the stocks of house coal and other domestic fuel in Govern### dumps should be made available to deal with any case of emergen###y which may arise. I propose to require industrial consumers to effect the ba###an of the necessary savings. I am satisfied that there is still considerable scope for economy in the industrial use of coal; bt my experience has been that a cut in supplies is not only a valuable incentive to fuel economy, but indeed a necessary comp### to instruction and propaganda.
