Memorandum by the Secretary of State for Scotland (1) Like the Minister of Agriculture and Fisheries I am seriously perturbed about the effect of the increasing scarcity of skilled workers for the milk and dairying industry. (2) The labour situation in the dairying industry is as difficult in Scotland as in England and Wales.
