Housing and Agriculture Proposed L.C.C. Site - Aveley, Essex. Memorandum by Minister of Health 1. L.C.C. Housing Need. On the 9th November, 1942, I received a deputation from the L.C.C., to discuss the housing situation in London. The L.C.C. estimate that no fewer than 100,000 new dwellings will be required to meet urgent housing needs and that of these, one half can be provided by mainly flat development within the L.C.C. area, and the remaining half by cottage development outside of the County.
