(ii) (iii) -2- Out-of-Work Donation, such as that granted after the last War, or to any payment based on needs, involving verification of the employment taken and wages received. The extension of the period of discharge leave which is ordinarily granted without regard to domestic or financial circumstances is the simplest way of attaining our objective and one that would be easily understood by all concerned. Unemployment benefit would, of course, not be payable concurrently with Service pay. I regard the proposal as quite distinct from any gratuities which it may be decided to grant to ex-Service personnel as a recognition for services rendered.
