Hitherto the request' has always been refused, notably by the late Chancellor of the Exchequer in June of this year after he had given careful personal consideration to representations made to him by a deputation from the Trades Union Congress, the National Union of Teachers, and the Educational Institute of Scotland. The prospect of strong Parliamentary pressure makes it necessary once more to review the whole question.
