No method of selection on the basis of individual merits or suitabili### can be devised which would win public confidence in its impartiali### and I am satisfied that the selection must be made by ballot. With the exception of men accepted for flying duties in the ### and the Fleet Air Arm or as artificers in submarines (branches or service which have already been granted over-riding priority) and men in a short list of highly skilled occupations who are only allowed to enter certain Service trades and are already forbidden volunteer for coalmining, it is proposed to include in the ballot everyone available.
