The situation has changed in the following respects since matter was last considered by the Home Policy Committee: (a) the man-power position has totally changed since 1941 and has now become so acute that the number of aliens being put forward by the Ministry of Labour and National Service is considerable, and aliens are being frequently presented for temporary posts, clerical and other, simply because British subjects are not available; (b) the work caused at the Treasury and in the Departments under the existing arrangements whereby Treasury sanction is sought as a rule on every individual case is not essential and, though serving as a useful deterrent to the indiscriminate employment of aliens, could be reduced without loss of security; (c) the Technical Personnel Committee and the Wireless Personnel Committee have recently recommended that the services of alien scientists whose record is satisfactory from the security point of view, should be utilised to the fullest possible extent in any capacity for which their training and experience have fitted them.
