-2- (5) The sifting is left to the factory labour departments and on basis of this sifting, habitual absentees or bad single cases of absenteeism are selected for interview by senior officers of the labour department and later, if necessary, by Joint Absentee Committees. Finally the cases go to the National Service Officer. (6) Factories are encouraged to adopt a system of regulated abse### If workers are compelled by domestic or other reasons to take time off, it assists the factory to know that beforehand, and it makes the worker less happy-go-lucky if he or she thinks ahead and for leave.
