FLOUR DILUTION POLICY. Memorandum by the Minister of Food.

In order to provide for unforeseen calls on the feedingstuffs ration pool by milk producers in the West and North whose oats have suffered from adverse harvest conditions, and to meet the contingency of a late harvest next year, my Department thinks it essential to provide a reserve of some 75,000 tons, and the balance available after providing this reserve is therefore not likely to exceed about 60,000 tons. 4. This figure is subject to a fairly wide margin of error. It is difficult at this time of the year to estimate accurately what quantity of barley and oats farmers will sell during the next eight months.
