covering the deficit in supplies or oats, there may as much as 135,000 tons of barley. This would be reduced to about 60,000 tons after providing an emergency reserve against (a) overestimation of prospective supplies, and (b) under- estimates of requirements (bad harvest weather in the west and north may necessitate unexpectedly large issues of seeding stuffs to maintain working horses and dairy cows in condition). This balance would be largely absorbed by additional brewing demands this year (including shipments to Eire) if the Minister of Food's proposal referred to above are adopted.
