-2- Reduced rate when the applicant is not a householder. 3. I do not find the Board's arguments for paying less to the non-householder convincing. The real difference between the two types of case is in the payment of rent, for which separate provision is being made. In my view, the £1 which it is proposed to pay to the householder will be claimed as the minimum on which a single person can live and I would press very strongly that we should anticipate this claim and pay the £1 in each case. To maintain a difference of 2/6d.
