3. -2- The loss of output through recent disputes, although involving a serious loss in output cannot be regarded as other than an additional factor affecting the increased rate of decline in productivity. Whether the causes which give rise to these disputes are also responsible for the fall in productivity is not easily determined. The estimated tonnages lost directly through disputes since the beginning of the year, together with the corresponding figures for last year are as follows:- TABLE II.
