4. The fixing of minimum and maximum prices based upon result of this examination would be effective in checking price inflation otherwise possible in consequence of the zoning arrangements imposed in the interests of economy of transport, and would have the following advantages:- (a) It should, in present circumstances, result in lower prices than on a fixed price basis. (b) The minimum price element will help to maintain the Industry in a healthy condition by preventing undue p cutting: it will discourage dumping and the creation of a monopoly which would not be in the public intere (c) The margin between the minimum and maximum price allo some play for limited competition between producers within the framework of the transport restrictions.
