PROPOSAL TO ESTABLISH RESETTLEMENT AND WELFARE BUREAUX. Memorandum by the Minister of Labour and National Service.

3. There are three possibilities for organising resettlement and welfare bureaux of the kind contemplated:- (a) through an independent service but with some form of State support and guidance, (b) through Local Authorities, (c) by extending the scope of the Employment Exchange Service and the Appointments Offices for the purpose. 4. Both (a) and (b) are open to the objection that the quality of the service would vary considerably as between different areas, and it would be difficult to ensure that the service was, in fact, doing all that was required of it.
