Memorandum by the Joint Parliamentary Secretary to the Ministry of War Transport.

(1) The jurisdiction of Naval Courts, established under the Merchant Shipping Acts, to be extended by means of a Defence Regulation to cover offences committed by British merchant seamen ashore or afloat in any foreign country to which the Regulation is applied by order of the Minister, being offences which if committed in England would be punishable on summary conviction; the Court's powers of imprisonment to be limited to three months. (2) A Bill to be introduced as soon as possible enabling other offences coming within the scope of the Minister's original proposals to be dealt with by Courts Martial on the lines set out in these proposals.
