2 2. We now beg to submit our report. This is concerned, like the discussion in the Lord President's Committee, with the position in England and Wales, but we attach (Appendix I) a memorandum by the Department of Agriculture for Scotland setting out the main facts of the corresponding Scottish position and dealing with the possible application of our report to that country. The two countries are entirely separate in regard to water supplies and their administra- tion The report is divided into three sections : in the first we review the general supply and demand position in regard to water, in the second we refer to the proceedings of the Joint Select Committee of 1935 and the recommendations of the Milne Committee on the general administration of water resources, and in the last section we discuss alternative policies open to the Government.
