In delegating I should make it clear t that before requisitioning they must give the owner a reasona or letting the house himself. The question is being discussed with the Law Officers of the Crown (i) whether the powers of the existing Defence Regulations are sufficiently wide for the purpose, having rega### to the fact that the housing conditions of the country are such that unless the fullest use is made of existing accommodation both health and morale will suffe### and the war effort is bound to be adversely affected to a steadily increasing degree; and, if so, (ii) whether it would, none the less, be politic to make a new regulation so that it might be abundantly clear to Parliament that the power of the Regulation are to be used much more widely than hitherto, or whether the making of a fresh regulation might throw doubt on the powers conferred by the Defence Act and that it would therefore be advisable to proceed under the existi regulation.
