5. We have considered whether the jurisdiction of the Naval ourts, established by the Merchant Shipping Act, might possibly e extended to cover offences committed by merchant seamen shore in foreign countries, but this would not be satisfactory ecause these Courts are constituted essentially for dealing ith offences by seamen in violation of their special duties s seamen (i.e. offences on board ship) and have not at their isposal the requisite legal advice and authority to enable hem to interpret English law applying on land.
