-2- (ii) that I should continue to be guided by the principles, laid down by my predecessors, that coupon concessions (which are equivalent to an increased ration) shall not be given as an inducement or reward for undertaking a particular job, but only where the wearing of uniform is indispensable to national security or to the necessary exercise of authority over the persons or property of the public. 7. My aim in clothes rationing, on the eve of the fifth year of war, is that each shall have enough clothing to keep him fit and able to do his work, but no more.
