The employed married woman would under this proposal still be entitled to sickness benefit of 13s. 7 week for any period before confinement during which she was certified to be incapable of work. To strengthen her right to this benefit it should be announced that the Minister of Health and myself were devised by our medical advisers that the difficult conditions under which outside employment had to be undertaken in war-time by women who had also to perform household duties justified the certification of such women as incapable of work during a period of at least four weeks before the birth 8.
