In order be regarded secure a as available for staff in the future provision would be made for the enrolment of a junior corps for girls under 18 leaving school who would otherwise go into industrial or clerical work and would be lost to the domestic field. Proper arrangements for the training of these junior members would be essential and I should hope for the co-operation of the President of the Board of Education in this connection. 4. The Corps would be under the control of a Headquarters Director and staff appointed by me who would be advised by a Council composed of non-official members.
