The alternative would be to rely on the Government's own example and suitable exhortations to private employers to secure the desired results. (b) The First Interim Report of the Internal Economic Problems Committee pointed out (paragraph 60(f)) that certain bottlenecks in the supply of materials, equipment and skilled labour may impede the output of civilian goods and services after the war, thus causing not only shortage but unemployment, and concluded "that special attention must be given to arrangements (which may have to be of a regulative character) for promoting labour mobility".
