The Committee should also consider to what extent, if any, the funds necessary facilities and other amenities for hotels, hostels, clubs, recreational should be abtained providing from a levy on the shipping industry (distinguishing the period of the war and the port-war period) either:- (i) upon the shipowners alone; or (ii) jointly upon the shipowners and the seafarers. 5. If it is generally agreed that the proposed committee should consider the matters indicated in paragraph 4, its terms of reference might be formulated as follows:Having regard to the Government's acceptance of the Recommendation of the International Labour Conference concerning the promotion of seamen's welfare in ports, to consider the activities and functions respectively of the Government, the Shipping Industry and the Voluntary Organisations in the establishment and maintenance of hotels, hostels, clubs, recreational facilities and other amenities for Merchant Seamen, and in that connection, to consider in consultation with the Voluntary Organisations primarily concerned with merchant seamen their appeals for funds not only for welfare but for benevolent and samaritan purposes, and to submit recommendations.
