Nationals of other countries can be made Subject to the proposed provisions by amending Orders as and when their Governments agree to the plan. 5. I propose therefore now to arrange for the necessary Order to be drafted but before doing so I shall be glad to know whether my colleagues are still of the view that it would be better to exclude enemy aliens from its scope.
