-2- Netherlands; Nicaragua; Persia; Poland; Turkey; U.S.A.; Venezuela; Yugoslavia. 4. We have now obtained the agreement of enough countries to enable us to issue the proposed Order. Nationals of other countries can be made Subject to the proposed provisions by amending Orders as and when their Governments agree to the plan. 5. I propose therefore now to arrange for the necessary Order to be drafted but before doing so I shall be glad to know whether my colleagues are still of the view that it would be better to exclude enemy aliens from its scope.
