5. There are at present about 500,000 car users holding "E" coupons and 300,000 holding "S" coupons. It is estimated that the supply of replacement tyres to all persons in the latter category would absorb over 1,000 tons of crude rubber a year. In view of the time since these users were able to get tyres, it is not thought the figure would be much lower than 1,000 tons if each were limited to one fresh tyre a year; while such a limitation would operate inequitably on those whose tyres were in the wors### condition.
