3. -2- The table shows not only that, as was forecast in January, the gap has been closed, but that 4,400,000 tons were added to stock. Thus, instead of a net ga of 11,100,000 tons plus a programmed decrease in public utility and railway stoc###s of 1,420,000 tons, the budget has been balanced, and 4,400,000 tons added to sto### In other words, against a total contribution of 11,100,000 tons, something like 16,900,000 tons have been forthcoming. A review of the course of production an of consumption is given below, but it is of value at this point to indicate the proportions in which producers and consumers respectively contributed to the tot### yield of 16,900,000 tons.
