(3) The complicated and administratively awkward systems of control adopted in the United States have made procurement a lengthy procedure, and this has been aggravated by frequent changes both in procedure and in personnel on the American side. (4) The difficulties mentioned above refer to questions of procurement in the United States, but I must also call attention to the very serious delays which have occurred, and which are still occurring, in getting goods shipppd from the United States to the Colonies.
