3. 4. Appropriation Bill is through Congress. (a) agreed that, as particular products or groups of products are covered by combined export programmes, the provisions of the White Paper should be automatically superseded. The White Paper should not be used by the Americans as an automatic weapon to settle genuine differences of opinion on programming questions. Further, there is a limit to the number of commodities that can be programmed and to the rate at which this can be done. Where combined programmes have not yet been established for a commodity, we should normally wish to continue the interim arrangement offered by Mr.
