2. So far as Service Departments are concerned the allocation to M.O.W. of parts of their construction program has been the subject of different ad hoc negotiations from time to time. M.O.W. carries out the bulk of the Civil Departments' work that is done directly other than G.P.O. engineering w### but is not at present responsible for works carried out by Local Authorities, Public Utility Companies etc. or for "authorisation" civil building cases. + The percentage of work carried out under M.O.W.
