In a number of the plans submitted to local authorities, the bathroom is upstairs, which not only increases the cost, but is not, I suggest, a satisfactory arrangement for an agricultural labourer, who comes in dirty from the fields and wishes to wash himself immediately on entering the house. Other examples of unsuitability gf design could be multiplied. (c) Cost. This is of course closely linked up to (b). Cost is a vital question both for the present and the future.
