At their meeting on December 18th, 1942, my colleagues invited me to submit my proposals for educational reform in the form of a draft Bill. I had hoped to be able to do so by Easter, but the task of drafting a completely new Education Act, which is necessitated by the proposed re-casting of the educational machinery, is laborious and complex, and I do not anticipate that I shall be in a position to submit a draft Bill to the Committee until some time in the early summer.
