WAR CABINET LORD PRESIDENT'S COMMITTEE EDUCATIONAL REFORM Memorandum by the President of the Board of Education 1. At their meeting on December 18th, 1942, my colleagues invited me to submit my proposals for educational reform in the form of a draft Bill. I had hoped to be able to do so by Easter, but the task of drafting a completely new Education Act, which is necessitated by the proposed re-casting of the educational machinery, is laborious and complex, and I do not anticipate that I shall be in a position to submit a draft Bill to the Committee until some time in the early summer.
