3. 4. appeals which are As was stated in an earlier paper to the Committee (L.P.(42)103) it is estimated that from 15 - 25 tribunals would be necessary to deal effectively with the number of likely to be made, but leaving aside the question whether the necessary staff could be found for 25, a matter of some doubt, there would be administrative difficulties in starting with the maximum complement. I therefore suggest that a beginning should be made with 9 tribunals, the largest number for which full work can be prepared at first without creating a "bottleneck".
