-2- The decision to revoke a licence should, generally (iii) speaking, be reached only on the basis of convictions in the Courts. (iv) No licence should be revoked until the trader has been given an opportunity of making written representations and/or of appearing either in person or by his duly authorised representative at a hearing held by an officer of my Department, with a view to showing cause why his licence should not be revoked. (v) No licence should be revoked unless I have personally examined the case and have decided in favour of revocation.
