The two firms addressed in these letters very properly sought the guidance of my Department regarding the publication to the Sub- Committee of information regarding their programmes with which they had been entrusted by the Department under pledge of secrecy; they were advised to reply that they had no authority to disclose the information. My Department has however reason to believe that other contractors have given the information sought. In this connection I would draw the attention of the Lord President's Committee to paragraph 4, and particularly to paragraph 5, of attachment C; in the light of these paragraphs contractors may well feel in a position of difficulty in maintaining in relation to the Sub-Committee the secrecy imposed on them by the Government.
