-2- (c) Any balance of paraffin oil remaining after priority demands have been met would be available for non-priority purposes. The priority class, group (1) would be eligible to share this balance with the non-priority class. Retailers would continue to distribute this non-priority gallonage in as fair a manner as possible. If it became necessary because of the supply position to reduce supplies still further, entirely upon non-priority users, unless the position became so serious that it became necessary to pass on a proportion to the priority class.
