I saw Harry yesterday, who said that he wished to be sure that we both had understood the same thing as to what the President had said to Anthony about shipping of our import programme. As Harry understood it, it was that the President had said that United states accepted an obligation to carry seven million tons to the United Kingdom in 1943. They were not, however, underwriting the whole programme of 27 million.
