The White Paper is not a report with recommendations, but The Minister of Labour and National Service takes the view I understand, that the issue of the White Paper would strengthe his hands in resisting increased pressure on young workers and in protecting their welfare, and the Secretary of State for Scotland and I would accordingly recommend that it should now b published.
