Copy No. WAR CABINET LORD PRESIDENT'S COMMITTEE SUPPLY OF PAPER FOR GREETING CARDS AND PICTURE POSTCARDS. Memorandum by the Minister of Production 1. In 1942 makers of greeting cards were allowed to use 1250 tons of paper (about one-third of the consumption in the previous year) and makers of picture postcards were allowed to use 300 tons of paper. 2. The Minister of Labour was concerned last year about the possible criticism that might be directed against the employment of labour on the manufacture of such goods; and representations have reached me from the General Post Office regarding the difficulties of that Department in finding the labour to deal with their Christmas traffic, which consists in large part of Christmas cards.
