2 Introduction. 1. This Quarterly Survey, like its predecessors, is designed to be read in conjunction with the current (February) number of the Statistical Digest Series A. 2. The arrangement is designed to bring into clear relief the position as regards the two chief problems of the war economy, man-power and shipping; and the main sections are concerned with recent movements in these spheres and the implications thereof. Further sections deal with the consumption of food and the position of certain materials.
