(b) The Regulation confers power on all Competent Authorities to appoint Directors to any firm which has received Government help, however exiguous, or possibly in their opinion to any firm with Government orders. They feel that the power should be applied only to those Companies in which the Government's interest either by way of fixed assets or advances of working capital is substantial in character in relation to the assets of the undertaking.
