Since September there has been a substantial improvement in the product position which can be attributed in varying proportions to the following factors:- (a) The improvement in the spirit of the coalfields, (following the Greene Award, the re-organisation of the industry and the introduction of the output bonus scheme), which showed itself in a virtual cessation of disputes and an increased productivity; (b) The first but growing effects of the re-organisation of the industry, particularly through the regional control machinery; (c) The successful maintenance of the manpower of the industry, partly through an increased rate of juvenile intake, combined with decreased wastage, partly through the return of 9,400 more men to the mines than was forecast in the White Paper.
